THE POSITION

The Office of Administration is seeking an analytical and detail-oriented individual to provide Classification and Organizational Management support to PennDOT's Engineering District 1-0 program areas.

  • DESCRIPTION OF WORK

    Serves as classification and organizational management analyst, by performing classification work in the areas of reclassification and reallocation requests, requests to fill vacancies, temporary working out of class (TWOC), annuitant requests, classification grievances, employee appeals, reorganizations and reassignments. Participates as a team member on classification projects. Assists in the preparation of data and the preparation of associated reports and recommendations. Assists with the development of and presents classification training. Assists in the completion of special projects, including efforts to enhance the efficiency of the work unit.

    Determines the most appropriate classification for positions by reviewing position descriptions, researching historical files, interviewing managers, supervisors, and employees, and selecting the appropriate job specifications for comparison. Conducts desk audits with employees to gather and document information on positions, including scheduling the audit and explaining the classification process to the employee and supervisor. Prepares technical classification review reports outlining findings, conclusions, recommendations, and the review processes utilized. Prepares correspondence to explain or justify classification decisions. Reviews proposed requests to post vacant positions. Ensures appropriateness and that requests have appropriate documentation.

    Investigates classification grievances and employee appeals, prepares reports of findings and recommendations, and advises management and notifies the Union on classification determination.

    Processes requests for supervisory relationship changes and ensures subordinate relationships have the appropriate span of control and are correctly mapped. Reviews position descriptions and provides feedback, advice, and assistance to supervisors and managers on development of the position description to include the duties, position requirements, decision making and essential functions. Ensures that position descriptions are activated online.

    Reviews TWOC requests for appropriateness and completeness. Ensures that appropriate higher-level duties are assigned in the request and that the employee meets the Minimum Experience and Training requirements. Processes annuitant requests.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

  • Minimum Experience and Training Requirements: one year as a Human
    Resource Analyst 1 including six months in the area of the parenthetical; or
    one year of experience in the performance of professional human resource duties, including six months of experience in the area of the parenthetical, and a bachelor's degree; or an equivalent combination of experience and training.
